My husband owes money for taxes i am due a rebate will they take his dues out of my rebate?

My husband owes about 1,000 in taxes, I am due a rebate, will the government take the money out of what I am suppose to get, to pay off his debt? Also in general do you get more money back if you file jointly or separately
