That's one of the bad things with the hospitality and tourism industry where they regularly over book things because normally some people do not turn up meaning an empty seat on a plane or an empty couple of rooms in a hotel. The ICC really can't be to blame although plenty of people would be more than happy to blame them. It is the hotel proprieters that are to be blamed.
